EPBCS Substitution Variables Returning Old Values After October 2026 Monthly Update

Has anyone experienced issues with substitution variables in EPBCS following the latest Oracle monthly update?

I am using this EPBCS version:

Before last Friday's update, our development environment was working correctly. Since the update, however, changing a substitution variable under Variables > Substitution Variables does not appear to take effect in business rules. The rules continue to retrieve the previous value instead of the newly configured value.

This issue affects multiple business rules that depend on substitution variables. As a result, calculations and business logic are not behaving as expected. The only workaround we have found so far is to hardcode the values directly into the rules, which is clearly not a sustainable solution.
