how to remove duplicates in geography hierarchy ?

KS is created twice not sure why Oracle allowed it in the first place. There is not much of difference in the backend also.

This geography has already been created and now it is associated with many employees' home address as well.

So we are also not sure which one to delete, as it may cause a data issue.
