Following a P2T we run a number of scheduled jobs, issue with person results in a masked env

Summary:

We have a list of scheduled processes that we run following a refresh to an environment, however we are beginning to notice that even though the list and order is the same when the environment is masked or unmasked, that in a masked environment, Payroll person results are available until a point, then when i continue running the remaining processes, there are no person results available, yet the same jobs are following in an unmasked environment and i dont have this issue.

is there a particular order of which this should be run?

We are almost fully redwood, including payroll.
