Purchase Order business event

I have an OIC integration which has a trigger for the Purchase Order Business Event.
In the Dev environment where the integration was created, the Purchase Order Business event was sent from the fusion instance whenever we submitted a Purchase Order for approval.
When we moved the integration to the Test environment, the business event is sent from the fusion instance ONLY when a Purchase order is Approved and is in an Open status, NOT when it is submitted for approval.
There is no filter expression in the trigger in the OIC integration in the DEV or the Test instance.
