Development Goal Approvals is not working

in Human Capital Management

Development Goal Approvals are not working even after the approval rule is configured and it is also not set as bypassed.

I have checked the setup. Could anyone @Naga M -Oracle help me with this issue on what needs to be done on the Development Goals as the approvals are not working and on the time of adding a development goal it is auto approving.

Now, its is currently 26C release.
