Always Free A1 launch repeatedly returns “Out of host capacity” in Tokyo

Hello Oracle Cloud Team and Arm Compute Community,

I created an OCI Free Tier account on October 13, 2026. My home region is Japan East (Tokyo), ap-tokyo-1. I have no A1 instances and am trying to create my first compute instance.

I am requesting one VM.Standard.A1.Flex instance with 2 OCPUs, 12 GB RAM, and a 100 GB boot volume, within the Always Free limits.

Three Resource Manager apply jobs reached LaunchInstance but failed with 500-InternalError, Out of host capacity on October 13 and 14. I then retried the same configuration through the OCI API every five minutes throughout the previous night. The capacity error continued. As of October 16, it is still occurring with a two-minute retry interval. The current API request does not specify a fault domain.
