Oracle EPM On-Premises Production URL Returns ERR_CONNECTION_REFUSED While WebLogic Is Running

Hi team,

Our Oracle On-Premises Production URL suddenly became inaccessible and returns:

ERR_CONNECTION_REFUSED

We have confirmed the following:

  • Production Workspace and Smart View are inaccessible.
  • Multiple users experience the same issue.
  • The Test environment works normally.
  • Production WebLogic Server Administration Console 12c is accessible.
  • The relevant WebLogic server shows RUNNING / Health OK.
  • EPM services and the server have been restarted, but the issue persists.

We suspect the issue could potentially be related to Oracle HTTP Server (OHS) or the web/infrastructure layer.

Could you please advise what we should check to confirm OHS status and identify why the Production URL is refusing connections? In particular, which OHS/WebLogic logs or configuration should we review?
