Unable to Select a Different Supplier Site While Creating a Direct PO Against a BPA

I need clarification regarding the functionality of the "Allow ordering from unassigned sites" option in a Blanket Purchase Agreement (BPA) in Oracle Fusion Cloud Procurement.

Business Scenario

We have created a Blanket Purchase Agreement (BPA) and associated it with a specific supplier site.

Under the BPA Controls tab, we have enabled the "Allow ordering from unassigned sites" option.

While creating a Purchase Requisition (PR) in Self Service Procurement, the system allows us to select a supplier site other than the one associated with the BPA.

However, when creating a Purchase Order (PO) directly against the same BPA, without using a PR, the system does not allow us to select a different supplier site.
