BUG: Users need "Write" access and "Reports - Manage" role to view Reports Books

After the 26.10 update, users with the domain-level role "User" cannot open Reports Books with "Read" access at the folder or artifact level, receiving the error: "You are not authorized to perform this action." Users can still run individual reports that are within the Book, isolating the issue strictly to the Book artifact.
Workaround:
To allow users to open the Book, we had to apply elevated privileges:
Change Book Artifact Security to "Write".
Assign the "Reports - Manage" granular role
