Sending all OIC instance logs (activity-level) in bulk to ATP using OCI Streaming and DBMS_SCHEDULER

Current approach
Our OIC integrations call a PL/SQL package after every action (start, read, write, download, and so on) to insert log records into ATP tables. This creates one database call per activity, adds overhead to every run, and couples OIC performance to database availability. We want to retire this approach.

Business requirement
We need a complete audit trail of what happens in OIC, including:

• Instance started / completed / failed
• Read operations
• Write operations
• Download operations
• All other activities executed within an integration instance

The logs for one run or for multiple runs should be delivered to ATP in one go (batch)
