New Hire User Created as Inactive and Without Roles Until Later in the Day

We would like to understand the expected behavior for user account provisioning for a new hire.

We have observed the following scenario:

• A worker has a Hire Date = 19/10/2026
• The user account is created in Security Console early in the morning of 19/10/2026
• However, the account is initially created with Status = Inactive and no roles assigned
• Later in the afternoon of 19/10/2026, the same account becomes Active and all expected roles are provisioned
• The Autoprovision Roles for All Users process (and related provisioning processes) is scheduled to run every hour

Given the hourly schedule, we would expect the user to become active and receive the appropriate roles shortly after the hire becomes effective, rather than several hours later.
