Is it possible to limit the candidates visible to Hiring Managers until they are in a certain Phase

Summary:

We have a requirement that Hiring Managers only see candidates who have been screened, we would like to limit the list of candidates visible to Hiring Managers until the candidates are in the second Phase of the candidate selection process.

Is this possible, maybe to build a rule in visual builder studio?
