Is there an API to query if national Identifier exists

Summary:

We are working on creating users via an API process. Is there a API that will check to see if a SSN already exists? There are REST API endpoints for National Identifiers but they are all require that you know the worker UNID. If we are creating someone then we want to see if the SSN is already in HCM, and if it does exist then do not to create a new employee record.
