Position Sync Process setting Adjusted FTE to zero for all employee assignments

Summary:

In Payroll formulas, we use the DEFAULT and WAS NOT DEFAULTED commands to check if a value has been entered into a field value

If the field is NULL/Blank we set our own default or check to use the value entered.

In the latest release of Oracle, the Position Synchonization process is populating ALL of the Adjusted FTE fields with zero.

This means that there is now a value bypassing the DEFAULT check and falling into the WAS NOT DEFAULTED check too.
