Decline Offer moves to Withdrawn status

Summary:

When a candidate declines the job offer, they move to Withdrawn status. Our client is not accepting this behavior, rather than moving the candidate to Withdrawn status, there should be a Offer Declined status, and the candidate should still be active on that requisition, because logically they have only declined their offer still interested in the job.

Can someone suggest how to tackle this?
