Role Required to View All Candidates in the Manage Job Offers Page

In Oracle Recruiting Cloud (ORC), we would like to understand which role or privilege provides access to view all candidates on the Manage Job Offers page.

Currently, some users are unable to view candidates whose applications have reached the Withdrawn by Candidate phase and state, while other candidates are visible to them.

Could you please clarify the following?

1. Which role or privilege is required to allow users to view all candidates, including those whose applications are in the Withdrawn by Candidate phase and state, on the Manage Job Offers page?
2. Is visibility of these candidates controlled by specific data security policies, candidate access privileges, or other role-based restrictions?
