Hiring manager is not able to submit job requisition for approval

Hello Experts,

We have a test scenario in one of our environments where the Hiring Manager role is configured to only create a job requisition and submit it so that it remains in Draft status.

The client has requested supporting documentation explaining this system behavior, and I am trying to understand whether this is expected functionality or if there is any configuration that controls it.

I have reviewed the Oracle documentation and searched through available resources, but I have not been able to find a direct explanation.

Does anyone have any information, Oracle documentation references, or experience with this behavior that they could share?
