Alert does not trigger after adding resource filter

Summary:

We are trying to configure New Learning Assignments Alert but recieving warning message in alert log:

learnerLearningRecords/completionDetails - ORA_ALERTS_MISSING_FILTERS: No Filter Defined on this resource.

After adding the learnerLearningRecords/completionDetails with 1=1 in filter, no alert goes out to learner, which is contradictory to what alert log warning says.

Is anyone able to figure out how to fix the warning message log?
