HDL to move the candidate state from Pending Manual Processing to Processed state

Summary:

For an User, the offer assignment was end-dated via HDL, and his Hiring Manager no longer has the Line Manager role. However, upon reviewing the offer progress in ORC, the status is still showing as Pending Manual Processing instead of Processed.

Since the offer assignment has been end-dated and the individual is an ex-employee, the record is expected to be in the Processed state. We need to identify and perform the appropriate steps to transition the record from Pending Manual Processing to Processed.
