Autoprovision Responsibilities for non-workers

Summary:

We have already implemented and are using responsibility models to automatically provision areas of responsibility based on specific criteria.
However, we have observed that this does not work for "non-worker" type individuals.
The only criterion we take into account is "User Role," and the scope is dynamic, based on the representative's Business Unit.

I checked the documentation but could not find any information regarding whether or not this functionality extends to non-workers; however, my testing has led me to this conclusion.

Can I consider this to be a fact—that the auto-provisioning of responsibilities only works for employees (workers)?
