Organization LOV is empty in Local Sourcing Rule, and internal requisition fails with POR-2010790

Hello community,

We are setting up internal requisitions / transfer orders between two inventory organizations (source = SRC_ORG, destination = DST_ORG) in Oracle Fusion Cloud (Release 13.26.07), and we are stuck on two related symptoms.

Symptoms

  1. When creating an internal requisition (Destination Type = Inventory) for a purchased, internally transferable item with the deliver-to location of DST_ORG, we get:
    "The source organization for the given destination type can't be determined. Contact your Supply Chain Operations Manager. (POR-2010790)"
  2. In Global Order Promising > Manage Sourcing Rules, when we create a Local sourcing rule for DST_ORG (Source Type = Transfer from), the Organization LOV in the Sources row is empty
