Job Level Heirarchy only goes 1 level instead of to the Approval_Authority defined in the Job

I am trying to build a rule to VP level (10) using Job Level. I set this as the required level in BPM and it only goes 1 level then approves the req completely. I have it set to Absolute Level Maximum 10.
