Employee spotlight framework - Appreciation and recognition

Summary:

Hello All,
We have a requirement where employee should be able to search any peer employee and give any appreciation or feedback and there are predefined message template for each appreciation category, and that feedback should be created as DOR in core HR
Checked the Feedback center functionality, seems there is no DFF support in that page.
And we are not enabling celebrate and touch point feature for now.
Is there any other viable solution for this requirement?
