In contract line item billing and Revenue amount is not matching . Billing offset is generating

Summary:

In contract line item billing and Revenue amount is not matching .Due to that Billing offset is generating for Expired contract line amount .
Can you please suggest if we put contract line item as Hold - Will it work as contract line item as closed .So the billing offset will not be generated

Or kindly suggest other work around to close the contract line with out generating Event/ Invoice or Revenue to avoid Audit issue .
