When the 'Synchronize Recruiting Activity Center Action Items' process runs and Activities are created in the RAC, is an email or bell notification also sent to the Recruiter?

For the Candidate 'Follow-up task due', is the activity assigned to the owner who created the follow-up task, or the Owner who created that task.
