IAM upgrade cant configure MFA exclusion

Since our IAM update took place, now in Oracle Fusion we need to exclude certain users from the MFA configuration

However, giving ourselves IT security manager and being administrator in OCI for the domain, the button is not available. In lower instance it is available. Am i missing something? We need this to exclude an EPM user that runs the load from Fusion to EPM via connector
