Confused on how to add measurements and Tasks to HDL upload for library goals

Summary:

I'm confused. I've found the old 2020 post where someone referenced looking at the goal business objects, but that doesn't makes sense to me as I'm loading into ContentItems. These aren't people's goals yet.

I need to upload new goals into the Goal Library and I need to include Measurements and Tasks. Nobody has clearly explained how to do it and I'm confused as I can't seem to find an HDL template to use or the correct fields to add. Is this not actually a possibility?
