New Event Catalogue Visibility Scope reverts to Open after saving as Private

When creating a New Event in Redwood Learning, the Catalogue Visibility 'Scope' field by default shows 'Open'.
As part of the New Event Creation, you can change the scope from Open to Private. On doing this the option to define the audience doesn't appear but you can save the Event at this point. However, when saving or Activating the New Event, the Scope reverts to 'Open'.
Admins then have to change the Scope again from Open to Private. At this point the option to define the Audience appears. You then need to save the change again.
Is this intended behaviour?
