"Change Order initiated by another party is pending" Error/Warning appears in My Receipts PO link

Users are reporting that when they process a receipt, they receive a notice that a Change Order initiated by another party is pending. When we go to the View Change History, there is no change order pending.

When we provide an access to view the PO in the Procurement Agent, the error/warning disappeared. But Client does not want to give the access to any of the Requesters due to Procurement Agent access. The believe the Procurement View access also granted only to the Buyers in the Procurement Department.

Please anyone recommend or suggest suitably either to grant view Purchase Order access to all the Requesters in the Procurement Agent.
