Completion Certificate dropdown returns no values on Self-Paced and Event learning

In Redwood Learning, the Completion Certificate field on the Self-Paced Learning page (Rules section) is empty and returns no values, even though the standard completion certificate templates are already configured on the Configure Catalog Defaults page.
