Business Unit LOV on Worker Creation Transactions - Ability to Exclude Specific Business Units

We are investigating the source and filtering logic of the Business Unit LOV displayed on worker creation transactions, including:
Add a Contingent Worker
Hire an Employee
Add a Pending Worker
Other worker creation flows

We have specific Business Units, such as US Finance Restricted and PH Finance Restricted, that are intended primarily for Finance-related processes. These Business Units should remain active in the application and continue to be available for their existing business use cases. However, they should not be available for selection during worker creation transactions.

Current Behavior:
The Business Unit LOV currently displays all active Business Units defined under Manage Business Units, including the restricted Business Units mentioned above.
