Edit Pending Worker

Hi,

On the Edit Pending Worker page, we're trying to make 2 section editable: Payroll (under Payroll Frequency) - even though the pencil icon is there, we can change the payroll. The 2nd section is Other Info - Tax Reporting Unit. We would like it to be editable. I made the changes using Visual Builder but it didn't work. Is this even possible. Please see screenshot below.
