IRC_JobApp_Review_HM not being triggered to the Hiring Manager on the job requisition

Summary: I have the Send Notification configured on the CSP and when I test it, the Hiring Manager on the job requisition only receives the notification if they have an elevated access role. If the Hiring Manager only has the Line Manager role, the notification is not triggered.
