Payroll Relationship Voluntary Deduction does not process Final Close

Does anyone have experience of a Voluntary Deduction element not processing after termination when defined as follows: -

Primary Classification : Voluntary Deduction

Employment Level : Payroll Relationship

Latest Entry Date: Final Close

Recurring Entry : Nonrecurring

In this example detailed above, if this element is associated with a person after an Actual Termination Date, but prior to a Final Close date, the element is not processed by the payroll, completely ignored. Submitting a QuickPay flow shows the element is selected for processing, however when the results are generated, the element has not been processed.

Strangely, where another element defined exactly the same, however the Employment Level as Assignment, when this is attached in the same payroll period, both elements are now processed.
