Add New Wage Basis Rules in Component Group Rules

Summary:

When navigating to the Component Group Rules, Select Regional , Under State/County/City Folder we are unable to add/create a new line here. After researching, The Payroll Team Member should have access to add as he has Payroll Manager and Payroll Admin role. Is there an alternative way to get the create button?
