Request Position Change approval transaction not showing proposed changes when editing the transact

Summary:

Hello!

We recently migrated to Redwood for Request Position Change. When a user goes to the work flow approval transaction, claims, and edits the transaction the proposed changes do not display when there is an incumbent in the position. There are no issues when the position is vacant.

The role has these privileges - it is a customer role
