is there any limitation of sending alert from alert composer to user?

We have processed one learning custom alert for 35k learner. But it got triggered to exact 32k employee with warning sign and time out error.

Is there any limitation on the alert to 32k? if yes then what is next step so that it should process for all the 35k employee in one go.
