getting error Invalid value entered for attribute : BusinessUnitId when tried to convert PWK

Summary:

We created a new BU. Added pwk under the bU. But when tried to convert the PWK getting error Invalid value entered for attribute : BusinessUnitId.

When I tried to Hire employee directly, I could submit the transaction.

Can anyone please suggest what might be the reason.

Not sure if I missed any mapping for BU creation. Please share the steps that I must complete to create a new BU.
