A1 instance disabled after Free Trial ended - "Instance is disabled", please re-enable so I can resi

My Always Free VM.Standard.A1.Flex instance (4 OCPU / 24 GB, region il-jerusalem-1, OCID ocid1.instance.oc1.il-jerusalem-1.anwxiljrlmama4aclyhxbh4h6477rtnzhid4femcuzf3dqmrbkweyav3pibq) is in the Stopped state. Starting it fails with: "Unable to start instance: Instance is disabled and will not accept any action requests. Please contact customer support to reenable." Context: my Free Trial promotion ended on 5 Nov 2026. The service limits now show 2 cores / 12 GB for StandardA1 (usage 4/24), so I believe the instance was disabled for exceeding the new limit. I received no notice about this. I'm on a Free Tier account without access to support chat or a human agent.
