How to set different decimal point based on country

Is it possible to change the decimal point on a number field based on country?
For example, we would like to display 2 decimal points for the US and 4 decimal points for Austalia.

We have tried with TO_CHAR function in the SQL query and the field has been changed to a TEXT field.

When downloading the report in excel spreadsheet, the field is having GENERAL format.

Our user has to convert the TEXT to NUMBER manually.
