Best Way to Handle Peer Review?

What would be the best way to handle peer review in Learn? The most basic way (I think) would be to manually assign a student an assignment in which they have to upload a file. Then download that file and create another assignment in which you ask another student to review the attachment from the first student and create a 2nd document that contains their review, then upload that doc to the assignment.
Is there a better way to do this in Learn that would be more automated?
