Issue with Assignments not appearing

The situation I am seeing is that an assignment was setup and mapped to several users. One of the users reported that she does not get a link for the assignment. I logged in as her and confirmed that the assignment is not clickable. Instead, it appears under "Assignments Pending Instructors Approval."

It does not appear under completed assignments or in her history. Why is this?

As admin when I go to the gradebook I see this assignment listed for each user it is mapped to.

The assignment is linked to a Course that has a pre and post test (using assessment instances).
