Why is any discussion "assumed answered"

I recently checked a discussion topic on Insight Reporting that I initiated, and its status says "Assumed Answered."
That seems presumptuous, primarily because the issue is most definitely NOT answered. Who gets to make those status determinations? Why would any discussion be marked "Assumed Answered" without consultation? Is there a way I can change that status?
