Login error to sub-Learn Center

As the administrator, I've copied users into a sub-LearnCenter. When the user tries to login to the sub-LC, they receive this error message.

I've checked their user permissions and they should be able to view content in this sub-Learn Center.

Are there other settings or permissions I need to adjust to allow them access to the sub-LC?
