User controls and Left Nav Bar

New user here. When I activate the user control bar it appears at the bottom of my home page, in fact slightly below all the other elements on my home page. If I hide the left nav bar the user control bar is still below everythign else on the page. What formatting is pushing it to the bottom and is there a way to reposition the user control bar? Thank you.
