Enter/Confirm new password screen displays incorrect info

We set up a password rule where the password has to be so many characters and whatnot, but when a user's password has expired, like if we give them a temporary one and want them to change it the first time they log in, it displays "Must be between 4 and 12 characters in length" even though we have changed it to 8. If they violate the rule we have, like they put in a password of 6 characters, it will throw an error and say "your password has to be between 8 and 50 characters" but the little "Change
