Options for printing a learning item completion certificate?

I am continuing to struggle with giving our learners a completion certificate that is official/professional and prints on only one sheet of paper.
Is there a way, when the learner clicks the certificate icon, for the certificate to launch as a pdf file and not in the browser? When they print it from the browser, they get stuff printed in the border like the URL. A portrait-oriented certificate prints on two pages no matter how big the actual certificate, because the first page is printing the print icon that is presented in the browser.
