Options for printing a learning item completion certificate?

I am continuing to struggle with giving our learners a completion certificate that is official/professional and prints on only one sheet of paper.

Is there a way, when the learner clicks the certificate icon, for the certificate to launch as a pdf file and not in the browser?  When they print it from the browser, they get stuff printed in the border like the URL. A portrait-oriented certificate prints on two pages no matter how big the actual certificate, because the first page is printing the print icon that is presented in the browser. So they are getting an extra page printed with the printer icon that says page 1 of 2, a certificate with a URL as well as "page 2 of
