what's the best way to copy course content to a SubLearnCenter?

I need to create a new Sub LearnCenter that includes my current courses - is there an easy way to do this? Also, I copied my main LearnCenter and some users came over automatically, I want to be able to choose individual users for my new LearnCenter - what am I doing wrong?
