Copy, Export, or Cascade User Roles?

Hi All,
Is there a way to effeciently manage user roles across several LCs?
I cannot find a copy or expert function for user roles. And with the exception of the singular ability to cascade roles down to a sub-LC at time of LC creation only, there doesn't seem to be a solution. Other than going into every LC and manually tweaking permissions one at a time.
Suggestions?
