Learning plan sequencing?

I created a Learning Plan with two items, a course and an assignment, and I enforced sequencing. As a user I opened the User Control Panel page, and then looked at the Learning Plan. It showed the two items and would not allow me to click on the assignment's link until I completed the course. However, the LearnCenter also put the assignment under the Assignments tab. I actually did this first - I opened and submitted the assignment BEFORE doing the course. The effect of completing the course after the assignment was that it instantly changed the status of the
